b'Section 10 of the TA 1968 is also the place to look for other charging powers of PTEs such as section 10(1) which includes the power to provide for the purchase of food and drink and other facilities or amenities as expected in a railway station: (x) in places where persons using the services and facilities provided by the Executive may require them, to provide both for those and other persons facilities for the purchase and consumption of food and drink, places of refreshment and such other amenities or facilities as it may appear to the Executive requisite or expedient to provide.Section 10 of the TA 1968 also allows for the provision of car-parking facilities at stations (and other places) in the exercise of transport powers: (xi) at any place where the Executive, in the exercise of their powers under paragraph (x) of this subsection, provide a car park, to repair motor vehicles for any persons, and to sell to any persons petrol, oil and spare parts and accessories for motor vehicles, whether or not those persons are using the car park. Section 10(1)(xxvii)(xxviii) of the TA 1968 allows PTEs to invest their money and turn their resources to account. PTEs can lend money or give a guarantee for the purposes of their business by virtue of section 10(1) of the TA 1968: (xviii) for the purposes of the business of the Executive, to lend money to, or give a guarantee for the benefit of, any person for the purposes of an undertaking carried on by that person, or, where that person is a body corporate, by any undertaking carried on by a subsidiary of that body corporate. Economic prosperity boards and combined authorities 6.13 The Localism Act 2011 includes powers to be inserted into Part 6 of the Local Democracy, Economic Development and Construction Act 2009 (economic prosperity boards and combined authorities) as section 113A, which follow a very similar approach to the above for powers of general competence and charging and trading powers for mainstream local government.Note, however, that one additional potential restriction on individual EPBs or CAs may come from the fact that the Secretary of State may, by order, make provision preventing EPBs or combined authorities from doing, under section 113A(1), anything which is specified, or is of a description specified, in the order.76'
