b'Museums 9.2 Sections 12 to 15 inclusive of the 1964 Act make provision for local authorities having powers to maintain museums and art galleries. Section 12 enables a local authority to provide and maintain museums and art galleries within its administrative area or elsewhere in England or Wales and gives it power to do all such things as may be necessary or expedient in connection with the provision or maintenance thereof. Local authorities maintaining museums or art galleries under this section may enter into agreements with any other local authority empowered to maintain them for the transfer of the museum or art gallery and its collections to that authority. Under section 13, a local authority may charge for admission to a museum or an art gallery maintained by it under the previous section and in determining whether and in what manner to exercise its powers of charging in relation to the museum or gallery, the local authority shall take into account the need to secure that the museum or gallery plays its full part in the promotion of education in the area, and shall have particular regard to the interest of children and students. 113'
