b'With regard to consumer protection and food, the Food Safety Act 1990 is the main statute. Section 45 enables regulations to be made providing for charges to be imposed by enforcement authorities in respect of things done by them under this Act. The Food Irradiation (England) Regulations 2009 (SI 2009/1584) no longer permits charging fees for routine official controls, eg fees for licence applications, variations and for inspections. The Animals and Animal Products (Examination for Residues and Maximum Residue Limits) (England and Scotland) Regulations 2015 (SI 2015/787) provide as follows: 6Prohibition of administration to animals of unlicensed substances or products (1)Subject to paragraph (2), no person may administer or knowingly cause or permit to be administered to an animal any unlicensed substance. (2)Nothing in paragraph (1) prohibits the administration of any veterinary medicinal product in accordance with an exemption specified in paragraphs 1, 5 and 9 of Schedule 4 to the Veterinary Medicines Regulations 2013. 7Prohibition of administration of Table 2 substancesIt is an offence to contravene Article 14(6) of Regulation 470/2009 (prohibition on administration of substances to food-producing animals in certain circumstances). Regulation 22(7) states that the enforcement authority may make a charge of an amount equal to the amount of expenses reasonably incurred by the authorised officer in the exercise of the examination of an animal or batch of animals. Regulation 22(8) states that: The charge referred to in paragraph (7) is payable by the person in default and is recoverable by the enforcement authority which is the appropriate Minister determined according to where the exercise of the powers in regulation 21(2) or paragraph (6), as appropriate, takes place. Burials and cremations17.10 Burial authorities which, under section 214(1) of the Local Government Act 1972, includes local authorities, may charge a fee for the burial or cremation of an individual. Article 15(1) of the Local Authorities Cemeteries Order 1977 (SI 1977/204) states that:a burial authority may charge such fees as they think proper (a)for or in connection with burials in a cemetery; (b)for any grant of a right to place and maintain a tombstone or other memorial in a cemetery otherwise than in a chapel provided as mentioned in article 6(1)(b); or 173'
