However, use by local authorities of CCTV to catch and enforce parking fines against drivers is a controversial issue which has attracted a lot of attention in recent years. Despite guidance from the Department for Transport in 2008 advising that local authorities should not use parking enforcement as a tool for raising revenue, the use of such tactics have remained prevalent and indeed controversial, with an estimated 1.3 billion raised by local authorities from parking in England in 2010.Section 53 of the Deregulation Act 2015 provides for the Secretary of State to make regulations prohibiting the use by civil enforcement officers of a device as specified in any regulations. The draft Civil Enforcement of Parking Contraventions (England) General (Amendment No 2) Regulations 2015 now curtail the use of CCTV by providing that a parking fine can only be issued by a civil enforcement officer affixing the notice of penalty charge to the vehicle. 125'
