b'zoo within the meaning of the Act. Section 15 has been modified by the Zoo Licensing Act 1981 (Amendment) (Wales) Regulations 2003 (SI 2003/1992), Zoo Licensing Act 1981 (Amendment) (England and Wales) Regulations 2002 (SI 2002/3080) and Zoo Licensing Act 1981 Amendment (Scotland) Regulations 2003 (SSI 2003/174). Under section 15, any fees in respect of applications for the grant, renewal or transfer of licences should be reasonable fees. Section 15(2A) has also been inserted which states that the authority may charge to the operator of the zoo such sums as they may determine in respect of reasonable expenses incurred by them in connection with inspections and other powers under the Act. Section 149 of the Environmental Protection Act 1990 contains a power for local authorities to deal with the seizure of stray dogs. The definition of local authority under Section 149(11) has been amended. A local authority under this section is defined as in relation to England means a district council, a London borough council, the Common Council of the City of London or the Council of the Isles of Scilly, in relation to Wales, means a county council or a county borough council and, in relation to Scotland, means a council constituted under section 2 of the Local Government etc (Scotland) Act 1994. Under section 149(5), a person claiming to be the owner of a dog seized under this section shall not be entitled to have the dog returned to him unless he pays all the expenses incurred by reason of its detention and such further amount as is for the time being prescribed. If the dog is not claimed after seven clear days, or if the money is not paid, an officer may dispose of the dog by selling it or giving it to a person who will take care of it or dispose of it by other means as authorised under the Act. 176'
