b'(2)The authority may give to any person by whom such advice and information is provided on behalf of the authority assistance by way of grant or loan. (3)A local housing authority may also assist any such person (a)by permitting him to use premises belonging to the authority, (b)by making available furniture or other goods, whether by way of gift, loan or otherwise, and (c)by making available the services of staff employed by the authority. 180 Assistance for voluntary organisations (1)The Secretary of State or a local housing authority may give assistance by way of grant or loan to voluntary organisations concerned with homeless or matters related to homelessness (2)A local housing authority may also assist any such organisation (a)by permitting them to use premises belonging to the authority, (b)by making available furniture or other goods, whether by way of gift, loan or otherwise, and (c)by making available the services of staff employed by the authority. (3)A voluntary organisation means a body (other than a public or local authority) whose activities are not carried on for profit. Section 105 of the Housing Act 1985 requires, amongst other things, a local housing authority to consult on certain matters of housing management and to publish details of certain arrangements for housing management. Subsection (5) requires details of such arrangements to be made available at the authoritys principal office for inspection at all reasonable hours (without charge) by members of the public and to give members of the public a copy of such documents published under this section upon the payment of a reasonable fee. Similarly, section 106 obliges local housing authorities to make public their allocation priorities and rules for exchanges and transfers. Copies of the summary are to be made available without charge and copies of the rules are to be provided on payment of a reasonable fee to any member of the public who asks for one. Improvement notices can be issued by a local authority pursuant to Part 1 of the Housing Act 2004, and Schedule 3 provides that the local authority can undertake action required in the notice with or without agreement of the owner/occupier (Parts 1 and 2 of Schedule 3) and can recover the expenses reasonably incurred from the person upon whom the notice was served (Part 3 of Schedule 3)see Schedule 3 to the 2004 Act.
