Land Registry consults on rules for Local Land Charges Register Service

The Land Registry has launched a consultation on its proposed draft Local Land Charges Rules 2017, which are to provide the framework for how the Local Land Charges Register Service will work.

Under the Infrastructure Act 2015, responsibility for local land charges will transfer from local authorities to Land Registry.

To implement the changes, secondary legislation is required. Under these provisions, the Land Registry will provide a single, digital local land charges register.

The stated objectives for the changes are:

  • National standardisation of service delivery including price, timescales and data format;
  • Creation and publication of a new centralised LLC dataset;
  • Digitisation of data "improving customer access and experience and service resilience";
  • A two-day turnaround time for LLC searches;
  • Price reduction to customers.

Graham Farrant, Chief Executive and Chief Land Registrar, said: “In today’s world, it is crucial that public services are available online. Customers expect to be able to access government information without delay or complication, and for a reasonable fee.

“With our track record for modernising land-related systems and our continually evolving digitisation programme, Land Registry is well placed to deliver the single, digital register for Local Land Charges information.”
