Council faces second judicial review challenge over multi-storey car park: report

A local resident intends to take East Herts Council to judicial review for a second time over a proposed multi-storey car park, it has been reported.

The Bishops Stortford Independent has said that campaigner Clive Risby intends to argue that the council has acted unlawfully in granting itself planning permission for 546 car parking spaces over the town’s former cattle market.

Mr Risby last September took the council to judicial review over the consultation it conducted for the scheme.

The council in March approved the £30m budget and resolved to appoint a developer for the Old River Lane site, which includes residential, retail, business space, an arts centre and cinema.

East Herts said then that the proposed multi-storey car park would replace a surface car park freeing up the space on Old River Lane for the development.

The council and Mr Risby have been contacted for comment.
