Prioritise applications from those affected by riots, says Chief Planning Officer

The Chief Planning Officer has called on local planning authorities to prioritise the processing of planning applications from businesses and shops damaged in the recent riots.

The suggestion from Steve Quartermain was contained in a letter to LPAs, in which he said they should consider the ways in which they could use their planning powers to support those organisations affected.

Quartermain said priority should be given to those looking for permission for rebuilding work or to install new security shutters. “In the majority of cases, officer determination under delegated powers will be appropriate,” he said.

The Chief Planning Officer added: “It is important to ensure that a balance is struck between security and protecting the look and character of our high streets. In addition, the overall street scene should be a welcoming environment at night. In this context, it may be helpful to refer businesses to any planning policies or guidance on shop fronts and security shutters.”

Quartermain also said LPAs might wish to consider making Local Development Orders to grant automatic planning permission for the installation of security shutters or alterations or extensions to shops.

“Local Development Orders can be prepared swiftly, are flexible in that they can grant permission for specific development in specified areas, and can be time-limited,” he argued.

The letter to LPAs included a flowchart setting out the process for making a Local Development Order.

Quartermain also revealed that the government was planning to consult on whether security shutters and other security measures should be permitted development.
