TfL names 15 law firms to £86.25m legal services panel

Transport for London (TfL) has selected 15 law firms to provide external legal support across eight disciplines as part of its new legal panel.

More than 100 firms applied for TfL’s new panel, which will replace arrangements put in place in 2012 and that are due to expire at the end of May.

The panel provides services to TfL, Greater London Authority (GLA), the Mayor’s Office for Policing and Crime (MOPAC), the London Legacy Development Corporation (LLDC) and Old Oak Common and Park Royal Development Corporation (OPDC).

The eight lots are:

  1. Employment.
  2. Major Commercial.
  3. Rail.
  4. Routine Commercial and Real Estate.
  5. Housing.
  6. Property and Commercial Development.
  7. Highways and Major Consents.
  8. Planning.

TfL said the eight lots were designed to ensure that it had “access to appropriate levels of skill and expertise across a wide range of complex matters as well as routine, high volume matters where the services might be provided by smaller firms, specialist or matter specific firms or regional firms located outside London to achieve better value for money”.

The appointees to TfL’s Legal Panel are:

  • Addleshaw Goddard (Lots 2, 3, 4)
  • Ashurst (2, 3, 6)
  • BDB Pitmans (7)
  • Bryan Cave Leighton Paisner (5, 6)
  • Burges Salmon (2, 3, 6, 8)
  • Dentons (2, 6)
  • DLA Piper (7)
  • Eversheds Sutherland (1, 2, 4, 6, 7)

  • Herbert Smith Freehills (2, 6, 8)
  • K&L Gates (2)
  • Pinsent Masons (5, 7, 8)
  • Stephenson Harwood (3)
  • Trowers & Hamlins (5)
  • Womble Bond Dickinson (6)

The new panel will commence from 1 June 2019 and will last for four years with an option to extend for a further two years if required. It has previously been estimated as being worth £86.25m.

Andrea Clarke, Director of Legal at TfL, said: “The work that TfL’s legal department covers on a daily basis is extremely broad and varied, covering everything from developing and implementing major infrastructure projects, commercial property, employment law to resolving disputes. We are delighted to have appointed the new legal panel, and look forward to working with these firms to support delivery of the Mayor’s Transport Strategy.”
