Trafford Council Director of Legal and Governance

West Northamptonshire Council has appointed Sarah Hall, its Corporate Director of Law and Governance and Monitoring Officer, as its new Executive Director for Resources.

The local authority said this followed “a highly competitive national recruitment process”.

Hall, a qualified solicitor with 25 years of public sector experience, has been West Northamptonshire's Corporate Director of Law and Governance and Monitoring Officer since October 2024.

“During the past four years she has played a key role in supporting the council's governance, transformation and organisational development, while leading a wide range of services including legal, democratic, electoral, information governance, regulatory, coroners and registrations,” the local authority said.

It added that Hall has held senior leadership positions across local government, whilst also supporting the wider sector in her role as Non-Exec Director of Solace and Chair of EMLawshare.

“Throughout her career she has built a strong reputation for delivering organisational transformation, strengthening governance and helping councils navigate complex financial and operational challenges.”

The council said Hall’s achievements included leading the delivery of Northamptonshire's £10.6m award-winning County Mortuary project, transforming delivery of the council’s Thriving Communities initiative, developing innovative approaches to digital and data-led transformation, and creating high-performing in-house legal services that have delivered significant savings and cost avoidance.

Hall said: "I am honoured to have been appointed as Executive Director for Resources and would like to thank Members and colleagues for their support.

"West Northamptonshire Council is an ambitious organisation with talented and dedicated people.

“I am looking forward to working with colleagues across the council to build on the progress already made and help ensure we continue delivering effective services, value for money and positive outcomes for residents, communities and businesses."

Martin Henry, Chief Executive of West Northamptonshire Council, said: "I am delighted that Sarah has been appointed to this important role.

"She brings a wealth of experience, an excellent understanding of the organisation and a proven track record of delivering positive change. Since joining the council, she has demonstrated strong strategic leadership, sound judgement and a commitment to delivering the best possible outcomes for our communities.

"I know she will make a significant contribution as we continue our work to deliver high-quality services, drive transformation and ensure the council remains financially resilient for the future."
