The Housing Associations’ Legal Alliance (HALA) has launched the procurement of its next legal services framework agreement, which is estimated to be worth £96m over four years.

The framework has been divided into the following lots:

  • Lot 1: Corporate, Governance & Finance (estimated value: £7.95m)
  • Lot 2: Housing & Asset Management (£33.16m)
  • Lot 3: Development (£17.02m)
  • Lot 4: Commercial Property (£12.65m)
  • Lot 5: Residential Property (£9.16m)
  • Lot 6: Employment (£6.9m)
  • Lot 7: Construction Litigation (£9.16m)

The framework agreement is expected to run from 1 September 2026 to 31 August 2029, with a possible extension to 31 August 2030.

The tender submission deadline is 23 March 2026, 12:00pm. The estimated award decision date is 9 July 2026.

HALA is a consortium of 54 registered providers of social housing in England and Wales.

The contracting authority is Southern Housing, which is being supported by procurement consultancy Kennedy Cater.

In August 2022 HALA appointed 17 firms to its current framework, which was estimated at the time to be worth £32m.
