The London Boroughs' Legal Alliance (the LBLA) has appointed 13 law firms to a legal services framework worth an estimated £60m excluding VAT over four years.

The framework was divided into the following five lots:

  1. Regeneration (estimated value: £7.5m)
  2. Full Range of Legal Services (£32m)
  3. Housing Management (£12m)
  4. Property & Planning (£6m)
  5. Employment (£2.5m)

The successful firms were:

  • Anthony Collins (Lots 1, 2, 5)

  • Bevan Brittan (1, 3, 4, 5)
  • Birketts (2, 3, 4)
  • Capsticks (1, 2, 3, 4)
  • Devonshires (3, 4, 5)
  • Freeths (2)
  • Geldards (1)
  • Judge & Priestley (3)
  • Penningtons Manches Cooper (1, 2, 4)
  • Sharpe Pritchard (1, 2, 4, 5)
  • TLT (1, 2)
  • Weightmans (2)

The contract is expected to run from 8 January 2026 to 7 January 2029, with a possible extension to 7 January 2030.

The London Borough of Haringey was the contracting authority. It was supported by legal consultancy Kennedy Cater, which actively manages the LBLA and the legal services framework on their behalf. This is the fifth such framework.

Kennedy Cater added that also integral to the selection of firms was their commitment to provide an extensive range of value added and social value benefits including training of the in-house legal teams and other knowledge transfer initiatives.

The London Boroughs' Legal Alliance comprises of the London Boroughs of Bexley, Brent, Bromley, Camden, City of London Corporation, Croydon, Ealing, Enfield, Greenwich, Hackney, Hammersmith & Fulham, Haringey, Havering, HB Public Law (Harrow, Barnet, and Hounslow, Aylesbury Vale District Council, and Slough), Hillingdon, Islington, Bi-Borough (Royal Borough of Kensington & Chelsea and Westminster City Council), Lewisham, Lambeth, One Source (Newham and Havering), Redbridge, SLLP (South London Legal Partnership - Kingston, Merton, Richmond, Sutton, Wandsworth), Southwark, Tower Hamlets, Waltham Forest, London Fire and Planning Authority, and the Royal Borough of Greenwich.

The right was reserved for the following local authorities – which also currently access the LBLA Solicitors Framework but did not participate in this procurement – to subsequently access the framework: Buckinghamshire, Brentwood, Kent, Mid Kent Legal Services, Reading, and South Oxfordshire and Vale of White Horse District Councils.

The framework agreement will also be available to other local authorities within Greater London and South-East England (Bedfordshire, Berkshire, Buckinghamshire, East Sussex, Essex, Hampshire, Hertfordshire, the Isle of Wight, Kent, Oxfordshire, Surrey and West Sussex)., whether or not they are a member of the LBLA.
