YPO to procure national framework of developers including £47.6m lot for legal providers

Framework management consultancy Pagabo is to procure on behalf of Yorkshire Purchasing Organisation (YPO) a renewal framework of developers capable of providing developer-led developments within the UK for the public and private sector to utilise.
The framework will cover all types of development within construction and premises.
It has been divided into the following lots:
- Development Consultants.
- Development Legal Providers
- Special Purpose Vehicle Schemes of £0 - £100m
- Special Purpose Vehicle Schemes of £100m+
- Development Agreement Schemes of £0 - £50m
- Development Agreement Schemes of £50m+
- Development Management Services, contracts of £0+
The proposal is to procure a four-year closed framework via the open procedure.
The estimated value of the framework is £26bn.
The award criteria are quality (weighting: 70%) and price (weighting: 30%).
The contract is expected to run from 19 October 2026 to 19 October 2030.
