Council forced to retake key decision over administrative error

The Reform UK-run council said the initial decision was made too early due to an "administrative error".

Council officers deemed that the proposed decision met the criteria of being a 'key decision', meaning that 28 days' notice was required by publication in the local authority's Forward Plan.

The Forward Plan was then published on the council's website on 1 August 2025 and included the proposed closures.

However, the decision was initially made on 28 August, 2 days before the expiry of the 28 clear days' notice period (30 August), and so the decision was taken again on 2 September, after the expiry of the notice period.

Permission will now be sought from Derbyshire’s cabinet in October ahead of launching a consultation.

Derbyshire said it has to shutter the centres due to "rapid changes" to the grant conditions and reduced funding from the Government.

The move will "future-proof" the whole adult education service, allow the council to redirect resources, and extend opening hours at other centres, the local authority said.
