A zero sum game?

The number of SEND tribunal cases is rising and the proportion of appeals ‘lost’ by local authorities is at a record high. Lottie Winson talks to education lawyers to understand the reasons why, and sets out the results of Local Government Lawyer’s exclusive survey.

Education and public law barrister Matthew Wyard joins 3PB

Matthew Wyard, a public law barrister specialising in the fields of education, health and social care, has joined 3PB.

Wyard joined chambers having spent his first few years of practice as an employed barrister in the public law and commercial litigation departments of a well-known specialist public law firm.

3PB said he brings “significant experience of court-based and advisory work for claimants and local authorities in education matters, individuals and institutions in Court of Protection disputes as well as the entire range of community care instructions.

“Unusually, he is one of very few barristers who are expert in both English and Welsh education and social care law and can advise on the proposed changes in 2021 to the Welsh special education needs (SEN) system.”

David Richards, Head of 3PB’s Public & Regulatory team, said: “I am delighted to welcome Matthew to 3PB. It shows the real strength of 3PB when we attract specialist junior barristers of Matthew’s calibre. We look forward to him developing his practice here as part of the exciting plans we have for public and education law teams here at 3PB.”
