The Elections Act 2022 makes significant changes to the way in which elections are run, and some of its provisions are not without controversy. Whilst the government is confident that the Voter Identification Regulations- expected to be in force before the end of the year- are essential to ensure the integrity of elections, some commentators are less convinced and there are concerns around how councils will manage the extra burden.

For those involved in the management of elections within local authorities, the changes on the now not very distant horizon are daunting to say the least, particularly since some of them will be in place by 4th May 2023- a mere five months from now. And of course, the impact of the biggest set of electoral changes ever seen doesn’t only affect councils with elections next year. Changes around postal vote handling, EU voting, overseas electors, online absent votes and new boundaries will affect everyone from 2024, so it is vital authorities start preparing themselves as early as possible.

Against this backdrop and with elections next year for 179 district councils, 30 unitary authorities and 33 metropolitan district councils, LLG’s Elections Conference 2023 is an essential event for all those responsible for organising, running and monitoring the delivery of elections. This year’s conference will feature sessions on the key current electoral law issues for local authority lawyers and officers, including the role and responsibilities of the Returning Officer; avoiding election petitions; The Voter Identification Regulations 2022; data protection and elections; risk management for 2023, polling station safety and accessibility; and looking ahead to the changes to be implemented after May 2023.

We are delighted to confirm that our speakers this year include Timothy Straker KC and Vivienne Sedgley from 4-5 Gray’s Inn Square, and Peter Stanyon, Chief Executive of the Association of Electoral Administrators. Details of the other speakers and a programme will be announced shortly.
