Lockdown has led to a new surge in anti-social behaviour with data from the Housing Ombudsman, Resolve ASB and the National Police Chiefs’ Council (NPCC) showing an increase in complaints during the pandemic.

In July 2021, The National Police Chiefs’ Council (NPCC) and the charity Resolve ASB published the results of a jointly commissioned YouGov poll on ASB in which 36% of respondents said ASB had got worse since lockdown, with high numbers showing dissatisfaction with police and council responses. Meanwhile, the Housing Ombudsman's most recent quarterly report found that anti-social behaviour concerning tenant behaviour is the second most complained about issue it deals with, after disrepair.

So, what are the most effective ways that social landlords can tackle ASB? Join expert Housing barrister, Kuljit Bhogal – author of Cornerstone on Anti-Social Behaviour (Bloomsbury), and Susan Taylor, Senior Solicitor at Capsticks as they outline the latest thinking on effectively tackling ASB. Together, the panel will explore:

  • Which ASB tools are most effective for local authorities and landlords?
  • In what circumstances can these be used and how can these be deployed most effectively?
  • Where are the gaps in the armoury?
  • When is mediation or community remedies appropriate?
  • When is possession appropriate and how is this changing as lockdown ends?

Speakers

Kuljit Bhogal, Barrister, Cornerstone Barristers and author of Cornerstone on Anti-Social Behaviour (Bloomsbury).

Kuljit Bhogal, barrister, is joint head of the housing team at Cornerstone Barristers. She specialises in housing law and has a particular expertise in cases involving anti-social behaviour. She is listed as a leading junior in social housing in the current editions of Legal 500 and Chambers and Partners.

Susan Taylor, Senior Solicitor, Capsticks

Susan is best known for her extensive expertise in housing management law, for which she has worked on high-profile and Court of Appeal cases.

As well as being a Senior Solicitor, Susan has many years’ experience of lecturing ILEX Students, and has experience as a non-executive director of one of the largest federated social housing groups in the North West.

Susan has over 19 years’ experience of working in house as a Solicitor for a local authority, and a housing association. She also has several years’ experience in private practice. She has been described as “the go to person”, and “an excellent mentor".
