Your trainer, Stephen Cirell

Stephen has worked in the Public Sector for over 38 years, both via in house service and from the private sector.

Formerly an in-house lawyer in local government, and then a long time Partner with Eversheds, Stephen is one of the most well known experts on local government law and is nationally known for his writing on many different areas, being the author of over 17 books on Local Government Law, spanning over three decades.

Stephen created a new business in Autumn 2010 following a highly successful year in Cornwall Council as the Corporate Director on climate change. He now specialises in the creation of a low carbon economy, through emissions reduction schemes and renewable or clean energy projects. As someone well known for thought leadership, his main aim is to raise the ambition of local authorities, to increase their confidence and to inspire them.

Stephen is currently working with over two dozen local authorities up and down the country on schemes involving climate emergencies, solar PV and electric cars and on the establishment of Energy Services Companies.

He is the author of the two books on solar PV schemes (A Guide to Solar PV Schemes in Local Government) and biomass schemes (A Guide to Biomass Heating Schemes in Local Government) and the only detailed guide for local authorities on Climate Emergency Declarations entitled ‘Local Authority Climate Emergency Declarations: Strategic and Practical Considerations for Climate Emergency Declarations, Targets and Action Plans’, published by APSE in 2019.

  • As the amount of renewable energy increases, so local authorities are looking to develop their own facilities
  • Local authorities have two principal advantages: they own lots of land and can access cheap capital
  • Accordingly, local authority projects are increasing rapidly
  • However, many local authority officers have no experience of solar PV or battery storage and need to understand what is involved so that they can report to Members
  • This event is a must for any authority considering such a project. It is suitable for both officers and Members. It is suitable for officers from any background (legal, finance, procurement, estates, planning, energy, sustainability) and no prior knowledge is required
