Procurement exemptions: Teckal and Hamburg revisited

This session will be a practical overview for local authorities on ways to contract outside the procurement regime. Our speakers will provide guidance on what is (and isn't!) permitted. The session will cover the Teckal and Hamburg exemptions, contained in Regulation 12 of The Public Contracts Regulations 2015. They will also summarise the key learning points from recent case law and provide practical tips for local authorities. The speakers are Vincent King and Steve Johns from Weightmans law firm, both of whom are recommended in the 2021 edition of Legal 500.
