LBLA fires gun on procurement of £72m legal services framework
The London Boroughs' Legal Alliance (the LBLA) has started the procurement of its next legal services framework, which is estimated to be worth up to £72m over four years.
The LBLA said it is “looking to appoint a number of legal advisers with the objective of achieving enhanced service delivery, value for money and efficient management of matters outsourced to external solicitors”.
The requirement is divided in five lots:
- Regeneration
- Full Range of Legal Services
- Housing Management
- Property & Planning
- Employment
The LBLA said it intends to appoint:
- 8 suppliers to Lot 1
- 8 suppliers to Lot 2
- 6 suppliers to Lot 3
- 6 suppliers to Lot 4
- 4 suppliers to Lot 5
The contract is expected to run from 8 January 2026 to 7 January 2029, with a possible extension to 7 January 2030.
The London Borough of Haringey is the main contracting authority, with support provided by procurement consultancy Kennedy Cater.
The LBLA comprises the London Boroughs of Bexley, Brent, Bromley, Camden, City of London Corporation, Croydon, Ealing, Enfield, Greenwich, Hackney, Hammersmith & Fulham, Haringey, Havering, HB Public Law (Harrow, Barnet, Hounslow, and Slough), Hillingdon, Islington, Bi-Borough (Royal Borough of Kensington & Chelsea and Westminster City Council), Lewisham, Lambeth, One Source (Newham and Havering), Redbridge, SLLP (South London Legal Partnership - Kingston, Merton, Richmond, Sutton, Wandsworth), Southwark, Tower Hamlets, Waltham Forest, London Fire and Planning Authority, and the Royal Borough of Greenwich.
The framework will be made available to a wide range of contracting authorities in the South and South East of England in addition to LBLA members.
The tender submission deadline is 21 April 2025 (2:00pm). The estimated award decision date is 29 July 2025.
In August 2022 the LBLA named 10 firms to its current framework, which was divided into just two lots: regeneration; and the full range of services.
