LBLA raises estimate of value of legal services framework by £4m to £20m

The estimated value of the London Boroughs Legal Alliance's (LBLA) next legal services framework has risen by £4m from £16m to £20m.

The increase comes a month after the alliance began seeking expressions of interest from tenderers in the contract, then advertised to be worth £16m.

At £20m, the contract is now more than three times its value in 2017 (£6.3m), when the framework was last re-procured.

One difference seen between the call for expressions of interest published in March and the contract notice published on Monday (April 19) is the removal of the option for a 12-month renewal after three years. Instead, the contract will last 48 months with no option for removal.

Westminster City Council will act as the Contracting Authority on behalf of itself and the other LBLA members and will execute the Framework Agreement with each economic operator appointed.

According to the notice, the framework will be available to:

  • The London Boroughs' Legal Alliance, comprised of the London Boroughs of Bexley, Barnet, Brent, Camden, Ealing, Enfield, Hackney, Hammersmith & Fulham, Haringey, Havering, Hillingdon, Islington, Newham, Redbridge, Tower Hamlets, Waltham Forest, the Royal Borough of Greenwich, the Royal Borough of Kensington & Chelsea, the City of London Corporation, Westminster City Council, HB Public Law (the London Boroughs of Harrow, Barnet, and Hounslow), and Slough Borough Council) and the London Fire and Planning Authority.
  • All local authorities within Greater London and South-East England including but not limited to: Bedfordshire, Berkshire, Buckinghamshire, East Sussex, Essex, Hampshire, Hertfordshire, the Isle of Wight, Kent, Oxfordshire, Surrey and West Sussex, the London Borough of Lambeth and the London Borough of Southwark.
  • Alternative business structures and companies wholly owned by the local authorities.

The agreement is comprised of the following two lots:

  1. Legal advisory services in relation to regeneration related work
  2. Full range of legal services including but not limited to litigation, commercial, property and other miscellaneous local government work.

Firms wishing to participate have a deadline of 21 May 2021 to apply.
