Procurement for Housing to set up legal services panels in Scotland

Procurement for Housing, a national organisation for the social housing sector, is to set up a legal services framework for its members in Scotland.

The framework agreement is divided into the following lots:

  1. Property;
  2. Development;
  3. Corporate and Finance;
  4. Employment; and
  5. Housing Management.

The organisation, which launched the procurement of a similar framework for England in January, has given a very wide estimate – between £250,000 and £25m – for the value of the four-year agreement.

PfH said: “Given the impending abolition of the Part B classification of services in the EU Procurement Directives, which previously encompassed legal services, there is a high degree of uncertainty regarding the potential additional future demand for legal services via a framework route.

“This, coupled with the fact that this is a new framework area for PfH, and therefore no historical data exists internally, has meant that PfH have endeavoured to the best of their abilities to provide a range of values which it believes to be reflective of the potential demand for this contract.”

The organisation said suppliers must be regulated by the Law Society of Scotland, must be listed in the Legal 500 directory and have an annual turnover in excess of £1m.
